Final Statement of the “Emergency Response to Save Gaza” Workshop – Indonesia

Driven by a shared humanitarian and moral responsibility toward the Palestinian people in the Gaza Strip—amid an unprecedented humanitarian catastrophe—humanitarian organizations gathered on Saturday, 1 November 2025, in Tangerang, Indonesia, for the workshop titled:

“Emergency Response to Save Gaza – Early Recovery Phase.”

 

Hayir Sosyal attended the workshop as part of its commitment to supporting international humanitarian coordination and strengthening rapid response efforts for Gaza. The workshop continued the broader humanitarian response plan initiated in Istanbul in mid-October, aimed at unifying relief efforts and enhancing life-saving interventions inside the Strip.

 

Representatives from humanitarian organizations in Indonesia, Malaysia, Singapore, Thailand, and Pakistan participated, alongside several regional and international relief institutions. Attendees discussed mechanisms for building an effective and coordinated response that meets the urgent needs of Gaza’s affected population during the critical early recovery stage.

 

 

 

 

Workshop Themes

 

 

Participants highlighted the urgency of coordinated humanitarian action across four heavily impacted sectors:

 

  1. Food and Water
  2. Health
  3. Shelter
  4. Education

 

 

They adopted an integrated 60-day response plan—extendable—consisting of three phases:

 

  1. Immediate Emergency Response: Safe shelter, urgent food assistance, and essential medical care.
  2. Transitional Phase: Shifting from tents to semi-permanent housing units.
  3. Community Empowerment Phase: Supporting families and creating temporary job opportunities that strengthen resilience and recovery.

 

 

 

 

 

Key Field Challenges

 

 

The workshop examined major challenges hindering relief efforts in Gaza, including:

 

  • Extensive destruction of infrastructure (water, electricity, sanitation, roads)
  • Financial and banking restrictions hindering humanitarian transfers
  • Ongoing blockade preventing entry of essential aid
  • Severe shortages of medical equipment, transportation, and rising hunger and disease rates

 

 

 

 

 

Recommendations and Outcomes

 

 

Participants concluded with several key recommendations:

 

  1. Rapid establishment of temporary shelters that preserve dignity and protection for displaced families.
  2. Strengthening coordination among humanitarian partners to ensure effective and sustainable relief operations.
  3. Supporting education and health as essential pillars for rebuilding Gazan society.
  4. Expanding psychosocial support programs—especially for children, orphans, and widows.
  5. Investing in renewable energy and water projects to ensure sustainability of humanitarian interventions.
